Putative father registry.

I would suggest adding an amendment regarding the time frame within which the putative father must register. I worked in Child Support; there are many fathers who do not find out until years after a child is born that he may be the father. My suggestion would be adding criteria if legal paternity was never established for said child, a man who is confirmed to be the father through dna testing (through CSEA) be given the same rights as the putative fathers who did file within 15 days of the child's birth.
